WHEREAS the term "minister" connotes a member of the Cabinet and a position of patronage; and
WHEREAS the Immigration Minister does not quite fit this connotation; and
WHEREAS the IM should have a better name to define what it is in practice;
THEREFORE the Ziu orders the SoS to hold a referendum, to co-incide with the next Clark, to decide the following amendment to the Organic Law of 1997:
"In the following sections, the term 'Immigration Minister' or 'Minister of Immigration' is changed to 'Secretary of State for Immigration': Art. XI:Sec. 1., Art. XI:Sec. 5., Art. XVII:Sec. 1, Art. XVII:Sec. 4, and Art. XVII:Sec. 11.
Furthermore, the phrase 'Immigration Minister' is removed from Art. XI:Sec. 1."
