WHEREAS a cursory examination of the past several Clarks will show that a majority of the laws have been resolutions, that is, a bill that makes a statement and doesn't actually do anything; and
WHEREAS both resolutions and bills are both called bills/acts in the current Clark system, which is rather confused and could impede the PM from knowing what his branch is required to do;
THEREFORE all proposals before the Ziu will continue to be called Resolutions of the Ziu, however, when a resolution is passed, it will continue to be an RZ and not an LZ. Only true bills will become LZ. Furthermore, in the Clark resolutions will be entitled The X Resolution, as opposed to The X Act or The X Bill. The SoS will enforce this
