32RZ09 - La Clause Nonobstand Act

WHEREAS , now, referendums are only held every general electon,

WHEREAS , in some cases, an ammendment needs to be in place faster,

WHERAS in Canada there is a "clause nonobstand" which allows a province to ignore part of the constitution,

THEREFORE, the Ziu amends the Organic Law by adding the following Section 3 to Article XIV of the Organic Law to read as follows in its entirety:

Art.XIV, Sec.3: An organic law ammendement may invoke the Notwisthanding clause to become law as soon as approved by 2/3 of both Ziu chambers by using exactly the following syntax (minus small grammatical corrections should it become necessary) : "The ZIU resolves to invoke the Notwisthanding clause for this ammendment and put it in place immediatly after approval by the ZIU. This ammendent still requires to be ratified by a referendum to the population, but is deemed in place until the ratification. If the bill is rejected by the population, the ammendment will still deemed to have been in function between the approval by the ZIU and the ratification, but will stop being in place on the end of the referendum as if a succesful referendum for the removal of the ammdendment had been ratified."
