- WHEREAS , The esteemed Uppermost Cort is currently the only judicial body in the RT, and
2. WHEREAS , A provision exists in Article XV: Section 1 providing for the establishment of Inferior Corts,
and
3. Therefore, The Ziu creates a National Lower Cort that is presided over by one Justice and is created in accordance with the following rules:
- The Seneschal initially appoints the Justice who then requires Ziu confirmation by a 2/3 majority.
- The position of Lower Cort justice will thereafter require an annual election to ensure accountability to all citizens of the RT.
- No term limits are applicable to the position of Lower Cort Justice.
- The Lower Cort Justice may not be a member of the Uppermost Court.
- The Lower Cort is required to hear all cases that meet the requirement as stated in the 1997 Organic Law Article XV, Section 6.
- If a Lower Cort ruling is appealed, the Uppermost Cort is to receive all evidence, written arguments and Lower Cort Findings to determine the merit of the appeal.
- The Uppermost Cort reserves the right to deny hearing any appellate case.
