1. WHEREAS , Talossans are assigned a province within Talossa proper when completely naturalized, and
   2. WHEREAS , These provinces may want to decide provincial legal questions and establish provincial legal precedent by creating Provincial Corts, and
   3. WHEREAS , These Provincial Corts have jurisdiction over Provincial matters only, and
   4. WHEREAS , The esteemed Uppermost Cort is the only convening authority on national legal matters;
   5. Therefore, The Ziu encourages all Talossan provinces to establish Provincial Corts in accordance with Talossan Organic Law, Articles XV-Section 1, and XVI-Section 5.
