WHEREAS, Tomás Gariçéir of Scotland has proven that he can communicate fluently in the heritage language of the Talossan people--the Talossan Language--and Whereas, he promises to make literary contributions to our society in future, and Whereas, Gariçéir has been unanimously recommended for citizenship by the Uppermost Cort of Talossa, THEREFORE: The Cosâ hereby enthusiastically admits Tomás Gariçéir as a Talossan Citizen.
