First, Vague Principle 4 is amended. The following language is tacked on to the Vague Principle: "In the interest of running a tight ship of state, however, the Cosa may restrict the number or size of bills appearing in a Clark. Article 73a governs such restrictions."

A referendum proposing this change is to be held among the Talossan people as soon as possible.

Second, the following article is added to the Constituziun:

"Art. 73a. No bill submitted to the Clark may exceed 150 words in length (amendments to the Constituziun may exceed 150 words, however). No Member of the Cosa may submit more than three bills per Clark. However, MCs may submit additional bills (over and above 3) by paying for them, at a cost of 50¢ per bill." (ALL previous legislation which conflicts with this Amendment is hereby repealed.)
