The following text is added to Article 97 of the Constituziun: "The Cosa
may declare "legally dead" any citizen who both a) does not vote in two con-
secutive Cosa elections, and b) fails to respond within a period of two months
to an appeal from the Secretary of State designed to elicit a response. If the person makes no response whatsoever, the Cosa, by majority vote, may declare the citizen "dead" and remove him from the citizenship rolls. He may be restored to citizenship by the Cosa through normal means."
