Whereas a new island has appeared in Talossan territorial waters off of Summerfest, the Cosa hereby creates the New Island Territory to administer it. Article 3 of the Constituziun. Robert Madison is appointed territorial governor. This is in compliance with Article 3 of the Constitution.
