WHEREAS Article XVII, Section 6, Item 4 of the Organic Law gives the Ziu the power to make laws for the peace, welfare, and good government of the Kingdom with respect to currency, coinage and legal tender; and

WHEREAS for a quarter century or more the standard currency in the Kingdom has been the Talossan Ben, pegged to the US Dollar at the rate of 59 to one; and

WHEREAS the circulating coinage of the Kingdom has not been modernized during the 25-year period preceding the date of enactment of this Act; and

WHEREAS having only one coin of the realm means that it is impossible to make change; and

WHEREAS our current King is a good King; and

WHEREAS our current good King should be honoured during his reign on the currency of his land; and

WHEREAS other royalist nations have named cool-looking coins after Kings named Louis.

THEREFORE the Ziu hereby

COMMISSIONS the Royal Bank & Post to produce a new golden-coloured coin to be called the Talossan “Louis d’or”; and

ENACTS THAT

  1. The value of a Louis d’or will be pegged at 100 Talossan Bens.

  2. The DESIGN of the Louis d'or coin under Louis I shall be circular, with a reeded edge. The coin shall have a diameter of 3 cm, and shall be minted with an image on both sides thus: Recto - the king's head crowned, turned in profile to the right with the motto "Ludovicus I Dei Gratia Talossae Rex" (space permitting) or "LVD I D G TAL REX" ("Louis I, king of Talossa by the grace of God") and the year of minting (in two forms: Anno Domini and Year of the King's Reign, separated by a slash). Verso - the royal arms surmounted by a crown and the motto "MCHN HVN HNN VLTKNTA" ("Meichen Huone on Hänen Valtakunta” or “A Man's Room is his Kingdom”).

  3. The coins minted under this act shall be LEGAL TENDER for all debts public and private in the Kingdom of Talossa.

  4. Since the $, ¢, €, ¥ and £ symbols are currently reserved for non-Talossan currency, and since some sort of symbol is needed to mark Talossan currency, then let the § symbol, (ASCII symbol #167 in decimal, A7 in hexadecimal, & #167 in HTML code; or & sect in HTML Text code) be used in front of a number to indicate a currency amount of Louis. Also, absent a § symbol, let the ¤ symbol (ASCII symbol #164 in decimal, A4 in hexadecimal, & #164 in HTML code; or & curren in HTML Text code) behind a number be used to indicate a currency amount of Bens.

  5. The Royal Bank & Post Charter Act (25RZ35) is amended to confirm that the minting of money is part of function of the Royal Bank; specifically, items #1 and #3 are amended to read:

  1. The authority in the Kingdom to mint, print and issue the coins, currency, awards of national honours, commemoratives, and postal effects of the Kingdom is the Talossan Royal Bank & Post, or RB&P, which will operate in the Kingdom by law, and be governed by its by-laws.

  2. The Talossan Royal Bank & Post has full power to:

3.1. Design, mint or print, and issue the Talossan National Currency, the Louis and the Ben, and all coinage and currency of other denominations as may be directed by law or determined by the Executive Committee.

3.2. Establish the value and exchange rate of the currency of the Kingdom, and to promptly and publicly announce any changes to the Kingdom.

3.2.1. The value of the Louis is set at fifty-nine Louis to 100 U.S. Dollars on the date of passage of this act. This value may change in the future.

3.2.2. The value of the Ben is set at fifty-nine Ben to the U.S. Dollar on the date of passage of this act. This value may change in the future.

3.3. Mint, print and make available awards of national honours, commemoratives, proof sets and other memorabilia as may be directed by law or determined by the Executive Committee.

3.4. Sell the Talossan National Currency at a value set by the Executive Committee. Charge such fees as may be established by the Executive Committee for currency exchanges. Any profit from the sale or exchange of the Talossan National Currency must return to the Kingdom.
