34RZ16 - The Rap Court Act

Whereas, the Ziu has the legal authority (Organic Law, Article XVI, Section 1) to establish lesser courts subject to the final jurisdictional review of the Uppermost Cort, and

Whereas, Talossa comprises a considerable stretch of public coastline frequented by Cestoûr tourists, and

Whereas, along the coastline, as well as in inland regions of the Kingdom, some Cestoûrs (and possibly, God forbid, Talossan citizens) have been observed playing loud music and, especially, rap music, and

Whereas, it is a scientifically verifiable and self-evident fact that no human being could possibly actually "enjoy" rap music, but rather, they play it in order to annoy other people;

Therefore:

1. It shall henceforth be illegal in Talossa to play music anywhere within the Kingdom where said music is audible in a public place, without the unanimous consent of the public. Any law enforcement officer, upon the complaint of any one member of the public, shall be empowered to arrest the violators immediately.

2. The Rap Court shall serve as the court of first appeal for all such arrests conducted under the authority of paragraph 1.

3. Ián Metáiriâ, Quedéir Castiglhâ, and Harry Madison shall be appointed Justices of the Rap Court.

4. All annoying public music shall be considered "rap" music for purposes of this act.

5. Upon violation of the law, violators will have their sound systems confiscated, and these shall become the property of Talossa. If the sound system is attached to an automobile, said automobile shall be considered an extension of the sound system and shall likewise be confiscated.
