WHEREAS , as desirable as voting may be, the loss of citizenship for failing to vote in three consecutive Cosa elections is unnecessarily harsh,
Therefore, the Ziu hereby authorizes a public referendum at the earliest legal opportunity to remove Article XVIII: Sec. 10 of the Organic Law in its entirety.
