Whereas the power of provincial leaders is hampered by lengthy and unnessesary beaurocratic red tape, therefore the Cosa hereby enacts Article 88 of the Constituzion is hereby abolished and in its palce the following Article 88 is added Provinces are Cantons (or groups thereof) which are self governing and autonomous. They are administered by constitutional governments elected democratically within the province
