Whereas, virtually every Talossan is either on the Internet or knows somebody who is, Article 63 of the Constituziun is rewritten as follows: "Art. 63. All bills received by the Secretary of State during one calendar month shall be compiled into a published legislative journal, to be called 'The Clark.' The Clark shall be compiled on the last day of the calendar month, and made public the following day."

And the following is added as Art, 64; "Art. 64. For all purposes under this Constituziun, any requirement to “publish,” "make available," "make public," etc., may be satisfied by publication on the Internet."
