Eiffler attempted to vote in the February 1995 Election but mistakenly dropped his ballot off at the wrong house (!) thereby rendering it uncounted; THEREFORE the Cosâ hereby forgives his non-vote in that election for purposes of the Three-Strikes-You're-Out law. This means Eiffler has one strike against him, not two.
