WHEREAS , the Constituziun (Art. 94c) contains a provision requiring any Cosâ member who votes "contra" on the naturalization of a new Citizen to justify his negative vote in writing, and WHEREAS , this violates the freedom of conscience and engenders further paperwork, THEREFORE the Cosâ hereby strikes the following language from Art. 94: "Any Cosâ member who votes against a prospective must write an Address to the Whole House explaining why lie voted as he did."
