The Cosa hereby appends the following as Article 35 (or if the preceding bill fails, Article 34a) of the Constituziun:

Art. 35. Voters may, instead of returning a paper ballot, tote by e-mail. To do so they must register the e-mail address of their household or workplace before the election with the Secretary of State. A voter's e-votes must be placed from that address and not from any other, in order t o verify identity. If the Secretary o f State has reasonable grounds for suspicion of fraud, he may delay acceptance of e-votes until they can be verified by telephone or in person. An e-vote shall indicate the name of the person voting the party to be toted for, and any referendum preferences.
