The following text is added to Article 30 of the Constituziun:
Fourth, the party leadership must sign and abide by the following statement for the Secretary of State: "I, the undersigned, and anyone working for my party in an official or quasi-official capacity, hereby promise to deliver copies of any and all of my party's political leaflets, adverts or mass-mailings to the leaders of every rival party in this election, at the same time as the same are distributed to potential voters or the general public.
