18RC05 - The By-Election Depoliticisation (Amendment) Act

Whereas, by-elections currently are ordered by the Prime Minister, but, a PM might refuse to hold them if his own majority is shaky, Therefore the sentence "the Prime Minister may, by PD" is changed to "the King may, by writ". This gives the King (who already has the power to order elections for the entire Cosa) the power to order elections for vacant seats. It also preventa a sleazy PM from refusing to authorise by-elections if he has lost his majority in the Cosa.
