The Cosa hereby changes the phrase "two consecutive Clarks" to "a Clark" in Article 44. This will have the effect of allowing Cosa seats to fall vacant (and be up for by-elections) if an MC fails to vote on one Clark rather than two. I know this sounds draconian but there are only six months of Clarks in a government, so doing it this way will make by-elections a much more possible event. Furthermore, the phrase "at the end of the first Clark of the government" is changed to "when the first Clark of the government is sent out. This has the effect of forcing parties to distribute their seats in the two (or, in emergencies, six) week period after the end of elections.
