WHEREAS Patrick Matter, who became a citizen in 1986, has not been seen in years nor has he voted in a single Talossan election ever, Therefore the Cosâ hereby terminates his citizenship, it being understood that if he is infact still alive he may appeal this decision to the Uppermost Cort.
