WHEREAS , only one form of legal sanction against lawbreakers makes any sense in Talossa, therefore the Cosâ hereby enacts the following Constitutional Amendment.
(Analysis of the Covenants of Rights and Freedoms shows that this Amendment does not violate any of Talossa's civil rights laws.)
The Law and Order Minister may officially reinforce this penalty by sneering at convicts.
Ureu q'estadra så,Art. 84a. The courts shall have power to enforce penalties against violators by depriving them of their right to vote. This may be construed as prohibition to vote in a single election, or on a single Clark, or may also take the form of suspension of some Cosâ seats so as to weaken (but not entirely remove) his ability to vote on a Clark. The Cort shall under no circumstances impose more than one such penalty for a single crime. A decision of the Uppermost Cort of this nature may only be overturned by law, or by Royal pardon.
