The following is added to the Constituziun as Art. 14:
Art. 14. In emergency situations, when the integrity of the Talossan state or way of life is threatened by invasion, rebellion, or apathy, the King may declare a State of Siege. During a State of Siege, the Cosa may not be dissolved, nor may its membership or Clark procedures be disrupted. The Cosa may lift a State of Siege by law. If this occurs, no additional State of Siege may be declared for six months. During a State of Siege, the King may, by special Edict, suspend laws and articles of the Constituziun periods up to six months. These Edicts may be overturned by law.
