Whereas, popular inaction and apathy should never be allowed to ruin the fun of governing for the rest of us, and,
WHEREAS, the Constituziun contains a provision for quorums in the Cosa that permit en masse abstentions to effectively defeat bills;
THEREFORE the Cosa hereby abrogates Article 70 and replaces it with the following:
Uréu q'estadra så,Art. 70. There are no quorum requirements in the Cosa. If the Cosa becomes divided into groups each claiming a quorum, the votes of the larger group shall be considered the 'legitimate' Cosa. In case of ludicrous abuses of this Article, the Uppermost Cort shall adjudicate a just solution."
