15RC32 - Regal Powers Modification Amendment

Clarked in the Third Clark (October 1992) of the 15th Ziu

Summary: While still according the King/Regent "powers to force the Kingdom to reflect on its course when he deems such reflection urgent" as required by the Declaration of Vague Principles, this amendment would rescind His powers to dissolve the Cosa and to veto legislation. Instead of these powers, the King/Regent would be granted the authority to issue a "Reconsideration Order" which would compel the Cosa to vote again on a specific piece of legislation. Unlike a veto which effectively kills legislation unless a two-thirds override vote is achieved, a "Reconsideration Order" allows legislation to stand unless it is voted down in a second vote, the reconsideration vote.

This amendment is needed because many active participants in Talossan government have come to feel that the King/Regent's dissolution and veto powers are no longer required to help keep Talossan government stable and responsible. Therefore, the following changes are made:

Article 14 shall read: "The Regal Powers are: The right to select Balloting Days in accordance with Constitutional requirements, issue Reconsideration Orders for specific bills, amendments and Prime Dictates, to grant pardons and commute sentences, and to name (in accordance with Constitutional requirements) a candidate Prime Minister after elections.

Article 71 shall read: 'The King/Regent may issue a Reconsideration Order for a specific piece of legislation. If such an order is made, the legislation remains in effect, but is automatically submitted to the next Clark for another vote. Unless the legislation is rejected by the Constitutionally required margin, it remains in effect.

Article 72, which stipulates that a bill vetoed by the King/Regent can only be passed into law if it is supported by a two-thirds majority in the Cosa, is repealed.
