15RC27 - Campaign Debate Encouragement Amendment

Summary: Under current provisions, Talossans who return their election ballots early are not allowed to change their vote in the days and weeks before the official election deadline. By counting the last--not the first--ballot a voter returns before the deadline, this amendment would allow voters the liberty to change their minds as well as encourage parties to actively solicit votes from a broader group of voters. Therefore, the following change is made:

The sentence in Article 37 that reads: "If a voter returns more than one ballot, the first one returned is counted and all the others are discarded" is altered to read as follows: If a voter returns more than one ballot, the last one returned is counted and all the others are discarded."
