Article 92 of the Constitution shall read: "Talossan citizenship is only acquired through laws passed by the Cosa. In order for any person to become a Talossan citizen, the Cosa must pass a law specifically designating that person as a citizen. No other means of acquiring citizenship is allowed. All other ways are forbidden."
Article 95, which allows children born of Talossan parentage to become citizens, is repealed.
