The text of the 5th Covenant shall read: Talossans have the right to peaceful assembly whether in private faciIities or in public areas provided that such assembly does not unduly disrupt traffic or legal commercial activity, though some limited disruption shall be tolerated. Talossans have the right to freely organise political parties and other organisations, subject to their own laws of membership, and this right may not be abridged unless such partes and organisations engage in judicially verifiable violence."
