Précis: A glitch in the Constituziun gives the Prime Minister dictatorial powers in the appointment of his cabinet which cannot be vetoed, overturned by the Cosa in any way, or checked by anyone by any means whatsoever This means that the only way for the Cosa to express any disapproval with even the most minor cabinet appointment is to go ballistic and vote "no confidence" in the entire government and force new elections. In order to prevent such apocalyptics, insure that the PM is not a dictator, and insure that the cabinet is responsible to the Cosa, the following changes are made:
Art 50 is changed to read: The Prime Minister has the following duties: He may dissolve the Cosa, appoint and remove members of his Cabinet (by law or PD)... [The rest of the article remains as is.]
Furthermore, the last sentence of Art 52 is changed to read: This Cabinet ia appointed by law (including PD). Any changes or new appointments must also be made by law.
