15RC06 - I Won't Get Off Your Back Just Yet Ben (Amendment)

Clarked in the First Clark (August 1992) of the 15th Ziu

Whereas all citizens should be guarenteed an election ballot irrespective of whether or not someone might bring them one and admitting that previous and future apathetics, if not contacted, are probably not likely to travel to the Secretary's home for said ballot and further admitting that someone who may vote but not actually be contacted could be excluded from this process especially if word of an election has not reached him/her, RC 38 of the Jahn government of November 1991 is amended as follows:

1) "Every available citizen is to be provided with an election ballot by the Secretary of State. It is the responsibility of each citizen to keep the Secretary of State informed as to his current address. The Secretary shall not be held responsible for the non-votes of citizens who fail to provide an address where they can be reached." (Article 34 of the constitution is restored in its entirety)

2) The following is added to the above Article. "The Secretary of State shall produce election ballots and retain them at his office. Any citizen may, by post or personal visit, obtain a copy (at or below cost) of the ballot for his own use. Furthermore, citizens may freely photocopy ballots and distribute them to other citizens as Tavelieirs (couriers), the point being that any party leader or citizen may send a ballot to any voter felt likely to support him." (Part of previous amendment amalgamated to form a new Article 34).

3) Article 37 is amended as follows: "Voters shall send their ballots back to the Secretary of State by whatever means is most convenient, including having Tavelieirs return their ballots for them if both the voter and Tavelieir concur. Ballots are not secret. If a voter returns more than one ballot, the first returned is counted and all others discarded. In the interest of allowing any or all candidates or their supporters ample opportunity to propagandize or otherwise speak to the voters, however, a one week delay period from the Balloting Day or before as defined in Article 35 of the Constituzion in actual voting is enforced. Each ballot, when signed should also be dated by the voter for ease of corroboration. When the Election deadline has passed a final tally of votes (ballot and VIA form) is publicly announced. Any votes arriving after the Deadline, even if posted before the Deadline, are considered null and void."
