Whereas Addresses to the House are useless because Cosa
members cannot comment on a bill until after the clark has been
voted on, and Whereas the Secretary of State has abused his
privelege of reading bills before they are mailed out, and
commenting in Addresses to the House on bills he does not like
when no one else has the option to do as he does, Therefore the
Cosa hereby outlaws the Addresses to the House on the grounds
that they are unfair and useless.
