The Cosa hereby votes upon the following resolution. If this resolution passes, it is sent on to the Cort for a final ruling on this matter. If it fails, the Cort shall be notified that the Cosa is opposed to the resolution. This bill is to gauge the opinion of the Cosa on this matter and does not determine Dawn Scher's citizenship status; only the Cort can do that.
RESOLUTION: Dawn Scher was granted Talossan citizenship in July of 1981. From about the beginning of 1982, Lists of Talossan citizens no longer list her, although no formal action has ever been taken to rescind her citizenship. Therefore it is the opinion of this Cosa that Dawn Scher is and has always been a Talossan citizen.
