Whereas, voting is a right and not a privilege, I propose that if an MC does not exercise their right to vote for two conseçutive months, they will not be al- lowed to take part in government functions. A written request would be required to reinstate them in the Cosa. Their seats would be redistributed equally to active Cosa participants, not to exceed the 30 seat limit. The King/Regent would oversee the redistribution.
