Whereas, many citizens bave argued that the Account of Inland Revenue (AIR) is inaccessible for purposes of funding parties, etc. and
Whereas, the Government are showing greater willingness to reach into the AIR to fund Talossan government programmes,
Therefore the following Amendment is added as Article 73a of the Constituziun. Legislation conflicting with the following is repealed:
Act. 73a. Moneys may be withdrawn from the Accouat of Inland Revenue by the vote of the Cosa. Budgetary expenditure bills shall be designated "el Proxhet" or, in English, “the Project." A Project may only be proposed by the Prine Minister and the Burgermeister jointly; no other MC may propose Projects. The text of the Project must specify the amount to be spent, the purpose for the expenditure, and must provide for the raising of an equivalent amount of funds to compensate for the withdrawal. As the expenditure of funds is the most important and potentially the most controversial act of government, the Project must be drawn up with broad consensus as to its aims. To enforce this, the Prime Minister must dissolve the Cosa and call for new elections in the event of the Project being defeated. This does not apply to reimbursements to ex-Cosa members for moneys owed by the Secretary of State.
