Whereas, it is conceded that requiring a 3/4 vote of the Cosa to override a Royal veto on a Constitutional Amendment renders it virtually certain that the King could block any such Amendment, and

Whereas this runs counter to a fairly balanced system of government,

Therefore the Cosa hereby amends Article 98 of the RT Constituziun to read as follows:

Art 98 This Constituziun may be amended by a two-thirds vote in the Cosa and the assent of the King/Regent. The King/Regent may opt to veto the proposed Amendment. Such a Veto places the text of the proposed Amendment onto a public Referendum ballot, to be conducted at the earliest possible opportunity. Should the electorate pass the proposed Amendment by a vote of two-thirds, the King’s veto is overridden and the Amendment takes force. Should the electorate defeat the proposed Amendment, the Veto is sustained and the text of the Constituziun unchanged.
