13RC30 - Let's Keep the Ballot Secret or Why Not Make Talossans Obey the Law Act!

As there exists a clear and obvious conflict of interest between the secret nature of the voting process as spelled out in Article 37(?) of the constitution and the collection of voted ballots by a second party other than the Secretary (who serves as our effective ballot box) this practice is henceforth abolished.

The implications of this law also make clear that the U.S. postal service is the only “mailman” permitted in Talossa and thus the Talossan mail service is relieved of any duties pertaining to the electoral process.The net effect of these clarifications is that only the actual voter may handle his/her ballot from the time of its delivery to its receiving by the Secretary. This is compatible with the idea of good citizenship.
