Henceforth it shall be clear that only the Secretary of State may carry out the functions of that office. The Deputy Secretary may only assume these powers if the Secretary is out of town or otherwise il! or incapacitated. Should the Secretary return or recover before his duty deadlines pass he must resume his job immediately from the Deputy Secretary.
