13RC26 - The Give the Veto to the Prime Minister (Amendment) Act

In the interest of establishing the Prime Minister as the true purveyor of governmental policy as enunciated by his/her victory in a popular election the Cosa hereby amends the powers of the King and Prime Minister as follows:

1) The Veto is transfered from the King to the Prime Minister within the following parameters;

a) As before it requires a two-thirds seat vote in the Cosa to override a Veto and this must, of course, include a quorum.

b) The Prime Minister may veto constitutional amendment attempts but only as a sort of delaying action to force a new vote. In other words it only requires a two-thirds seat override (plus quorum) to reconstitute the original bill. For this purpose any word alteration to the original bill shall be considered a new bill subject to a new veto.

c) Only one veto per original or resubmitted bill is allowed.

d) See the provisions of the Prime Dictates below.

2) The King retains his privilege to veto any Prime Dictate issued. However, a simple majority seat override (quorum) will suffice to reinstate the original Prime Dictate. As above any change in wording is a new Prime Dictate.

3) Any Prime Dictate or bill vetoed or any Prime Dictate issued in any event must be placed on the next available Clark for Cosa deliberation. Defeat of any override attempt makes said bill or PD law for whatever period current or future Talossan laws deem appropriate for further attempts to defeat said legislation. The whole bill-veto proces shall then begin anew. Failure to observe this law immediately cancels any veto or PD issued for the legislation in question.

4) The fifteen extra seats of the Prime Minister are transfered to the King for use under exactly the same terms as before.

Any legislation in conflict with these laws shall be either immediately nullified or amended to conform to the intent of this bill. This bill takes effect immediately after a successful seat count in the Cosa.
