Article 71 is changed to read as follows:
"Every bill which shall have passed the Cosa shall, before it becomes a law, be presented to the King/Regent. Bills may be approved in whole or in part by the King/Regent, and the part approved shall become law, and the whole or part objected to shall be returned, with his objections, to the Cosa, which shall proceed to reconsider it in the next Clark. If, after such reconsideration, two-thirds of the Cosa shall agree to pass the bill, or the part of the bill objected to, it shall become a law over the objection of the King/Regent."
And Article 72 is changed to read as follows:
"The King/Regent may for reasons of conscience refuse to sign a bill but abstain from vetoing it; in this instance the bill becomes a law without the King/Regent's signature."
