Whereas many people vote each election just to please a friend and not because they actually care, Therefore the Cosa hereby decrees that all Talossan voters must take at least one Cosa seat every other election in which they vote. If a Talossan is to cheap to pay three dollars for Cosa seats, then he/she should not vote. The ballot of any voter who does not take seats when required to so, will be disregarded.
