Implinds and former Dandelions

This page contains people who are either or both:

• Implinds: a registered under-14 child or ward of a Talossan citizen, as provided for by El Lexhatx E.13 as amended by 58RZ01 - they are not citizens, but may avail themselves of the rights of prospective citizens upon agreement between their parent/guardian and the Chancery;
• "Old-law" Dandelions: former Talossan citizens at birth by being born to a Talossan citizen between January 1 1989/X and February 1 2023/XLIV, as formerly provided by the Organic Law until amended by 57RZ27;
• "Broad-leaf" Dandelions: under-14 children or wards of a Talossan citizen, who formerly became citizens by registration with the Chancery under the former provisions of El Lexhatx E.13, until amended by 58RZ01 in 2023.

All "old-law" and "broad-leaf Dandelions" were previously considered underage citizens. Those registered until August 2005 were already marked as former citizens; the remaining ones were generally still on the rolls as of February 2026, but have all been determined to have struck out in early 2023, due to 57RZ27 (purposefully) removing the provision that did not allow for accumulating strikes until turning 14. This database does not differentiate between the two..
Current Implinds, including some who formerly held underage citizenship as an "old-law" or "broad-leaf" Dandelion, are marked in green. Former underage citizens who are not Implinds (either by now being 14 or over, or by their parent(s) or guardian(s) not being citizens anymore) are marked in red.
